The baseline survey tool was tested in Kenya, before being implemented in the three countries. During the baseline, the following was noted:
• The relationship between the youth and the administrators of justice is very weak, and therefore it is difficult to create buy-in on both sides;
• There is willingness from the administrators of justice to build a bridge between them and the youth for better understanding and cooperation with each other;
• There is lack of creativity among the youth, thus no ability to access the public funds set aside for them;
• The youth have, in some instances, low understanding of the different roles of the administrators of justice which means they have little influence;
• In some cases where rights are provided by the supply side of justice, the youth become irresponsible in handling these rights and there is thus a need to develop responsibility among the youth; and
• There are no mechanisms for conducting social audits of the management of the public funds, initiated by the youth which leaves these funds open to misuse by the administrators of justice tend to misuse these funds.
