During the Zimbabwe S2C  baseline survey, the following was noted:

• Government is sensitive when it comes to youth empowerment and is not open to possible scrutiny by young people;
• As a result, the youth respondents were concerned about being exposed through their involvement in the survey;
• Instruments of governance like the constitution are not available to the general public, let alone the young people;
• Youth involvement in decision-making spaces beyond youth affairs is limited; and
• The government invited the YMCA to collaborate with its citizen education programme for young people, which will be considered.
